Latest version of the My forms page has been released in preview with a number of improvements. The enhancement also includes to "create form" from inbox. Currently this is not a requirement. How do we switch off the "create form" button? RBP does not allow managers to create forms so the button is not helpful.
The feature itself can be disabled in "Performance Managment feature setting". we would like to only switch off the "Create form" button as we do not any user to have the option available.

It seems that this button is tied with Recruiting module because in our group, a manager in a country with REC deployed has this button and a manager located in a country for which we haven't yet deployed Recruiting, he don't have it.

Thanks everyone for the feedback. Based on the investigation made, we figure out this is a behavior carried from legacy form inbox to the new version of form inbox. As long as user has create form RBP permission even if only RCM templates are configured, then create form button will be displayed in the form inbox.
We acknowledge the opportunity to enhance on this and will consider this in a future release. On the other hand, I would also suggest to create an influence idea so that the request can properly gauged and tracked too.

In our Company we have the same issue: some managers don't have permissions to create Performance forms see the button in the My form page.
We've found out that these managers have the permission to create forms, but only Recruiting Job requisition forms.
That would suggest that the Create form button in the new My form UI is not filtered on Performance or Compensation form templates, and is only related to the "Permission to create form" permission.
I think SAP should improve this behavior to avoid confusion.

We are also interested in hiding this button since our users (other than admin) do not have permission to create forms. It seems like users still have the Create Form button when they only have RBP to create Recruiting forms.

This aspect is not changed. The availability of create button respects same create form RBP permission as before.
I made some testing but I can not reproduce this issue. If create form permission is removed from RBP, this button disappear for me as expected.
Please see below screenshot I just tested.
And if you can still see this button in new version of Form Inbox and won't see it if you switch back to legacy version on this instance, then please create a support ticket to make some investigation first.

I don't think this aspect of it has changed, and should still respect the same RBP as before. The RBP controlling this button is under User Permissions > General User Permission > Permission to Create Forms (then you can select which, if any, you want to give the role permission to create).
Is yours still showing the Create Form button even with this RBP disabled? And the test user in Preview definitely doesn't have any additional permission roles that would have this ability, e.g. a system admin with all RBP?
