In the Onboarding, when we try to reassign an activity from one hiring manager to other hiring manager the
"Select Reassign New Hire Activity" checkbox is not available in the popup box.
For some of the activities we can see that option but for some activities it's not available. As per my knowledge, it's only working for activities which are at "New Employee Step" status.
Could you please provide the exact logic behind that checkbox option like at which particular status it works, how to enable or disable it, Where and when it's available, unavailable.

yes,The reassign activity will work for New Employee step.
Please find the below solution where you can enable and find the reassign activities.
For New Work queue:
1. In the Work Queue, select the check box against the required activity.
2. Under the name of the activity, click Reassign. The Reassign Activity dialog box appears.
3. Enter the name of the assignee.
4. Select Select to re-assign New Hire Activity option to reassign the new hire activity and the main activity.
5. Click Assign.
The main activity and the new hire activity is reassigned to the new assignee
You can enable the (On-boarding) After re-Assigning New Hire Activity option to send a default e-mail to the new assignee, every time you reassign a new hire activity.
1. Navigate to SuccessFactors HCM On-boarding Notifications .
2. Click Re-assign Notifications.
3. Click (On-boarding) After re-Assigning New Hire Activity
4. Click the required new hire activity. The Enable option appears on the tab above.
5. Click Enable.
