how do you schedule story reports to users ?

I'm working on scheduling a story report for the user. They receive the link, but when they click on it, the report center opens without any visible download option. Should I be using the legacy distribute tool to schedule the story report instead?

I have experienced a similar issue but have not managed to find a solution. When I share report urls, the same issue occurs. It brings the user to the report centre rather than to the specific report which I intended to share.
