Employee Public Goals are not visible to others except manager

Hi,

Public goals of other employees are not visible to employees. Manager can only able to view public & private goals of direct reports in the latest version of goal management.

Earlier, public goals were visible to all the employees.

Please advise how to fix this issue in goal management.
