Downloading Learning Certificates for inactive users

Hi,

I would like to know if we have any possibilities of downloading the Learning certificates for inactive users. As I see neither proxy option for admin nor manager can download the certificate.

You should be able to run a 'Certificate of Completion' report on the inactive users

Thanks for response, running the reports doesn't give the custom certificate template format.
