Hello,
The possible reason for this behavior could be RBP. If in the workflow you have set the field 'Respect Permission' to 'Yes' then the field will not appear in workflow details if he/she(approver) has no permission for the given fields.
Additionally check the Target Employee Groups for the given Manager.
