Crossboarding: different conditions based on current employment

I have a client with a very large and particularly complex crossboarding solution required.

They only want forms to generate in the crossboarding process, if the new hire has not previously completed them.

This means that the system needs to look at, for example their current legal entity, or employee group, and using that value to determine whether they need to fill out a form. 

For example, theyre already prt of legal entity 002, therefore do not need to sign a policy document unique to legal entity 002.

Or, theyve completed a form linked to employee group fsm and theyre changing to employee group fem, but both employee groups complete the same form, therefore they do not need to complete the form again.

Can you set it up to operate under these conditions?
