Calling all those who are experienced in rigging up eligibility rules. I'm trying to configure the "Global Rule Details" for our Short Term Incentive template to exclude about 40 individuals even if they meet the other eligibility criteria defined in the Global Rule Details.
Anyone have suggestions on how to configure the eligiblity through Global Rule Details in order to exclude a certain population from the Short-Term Incentive plan template?
I've tried the following:
Creating a "Parent Or" statement for the following options:
1. Job Information. Employment Details. Job Information. Employment Details. Biographical Information. Person ID is not equal to filled in 8 digit person ID
2. Job Information. Employment Details. Job Information. Location. Location Code is not equal to filled in 4 digit location code associated with this population
3. Job Information. Employment Details. Job Information. Location. Location is not equal to filled in location name for this population
I've also tried moving either of three options elsewhere within the eligibility logic in the original "AND" statement and "OR" statements.
Any suggestions?

I think it's not working because you are assuming that Global Eligibility Rule is an exclusion rule but it is not. Just like the main record rule at the bottom it is an inclusion rule. Understanding how these two rules work together isn't easy so I provided this visual explanation to someone not long ago.
Best way to build this is to build a Variable on USERID. List all USERID in the Variable then add the condition IS NOT EQUAL TO = Yes
