SAP clearly positions SAP SuccessFactors Employee Central Payroll  as the Go-to Payroll Solution for its Cloud customers. The combination of SAP SuccessFactors Employee Central (EC) and Employee Central payroll (together with the Payroll Control Center) offers a robust mechanism for managing end-end payroll processes. While the product offers rich functionality, SAP also delivers automated  pre-configured content that can be deployed for all the three solutions i.e EC, EC Payroll & Payroll Control Center.

With the latest version (V5) of SAP Best Practices for Employee Central Payroll for United States being delivered on 2nd July 2018, here’s a snapshot of the configuration content provided in the solution. In addition, let’s also take a look at how the activation of the content works.
It’s important to note that the SAP Best Practices for SAP SuccessFactors Employee Central Payroll for United States package is targeted at ‘Green Field’ implementations only and not suitable for ‘brown-field’ scenarios.

Package structure

This SAP Best Practices package is delivered through SAP solution builder framework and is organized into "Scope Items" and "Building Blocks". While Scope Items represent processes, building blocks are the configuration units when applied in a sequence enable a scope-item.

The below picture shows the package structure after its imported into solution builder.

Configuration Building Blocks for the package

Base Settings

This block sets-up some of the technical pre-requisites for further activation. Activation of all the necessary SICF services, User settings, client settings are included.

HCM Enterprise Structure

Sample values for Enterprise Structure & Personnel Structure are delivered here. These values are in sync with the content delivered as part of the SAP Best Practices for SAP SuccessFactors Employee Central.

Personnel Administration

The building block called Global Personnel Administration activates settings required for Infotypes Org. Assignment (0001), Contract elements (0016), Objects on Loan (0040) and Work Schedule (0007). This includes sample payroll areas, Contract Types, Work schedule Rules among others.

Under Local Personnel Administration, the configuration necessary for the Infotypes Personal Data (0002), Bank Details (0009), Basic Pay (0008), Date Specifications (0041) and Actions (0000) is delivered. It also includes a Wagetype Catalog based on the best practices.

All the relevant values here are also in sync with SAP Best Practices for SAP SuccessFactors Employee Central .

Time Administration (Time-off Integration)

This includes config related to Absences, Counting Rules, Infotype 2001.

Payroll Administration

This is the largest building block of the package. Payroll Schemas, Rules, Payroll Preparation settings are delivered here. Absence valuations, Deductions, Garnishments, Off-Cycle Activities are configured in detail.

Additionally, Tax Models are configured for all the states (pre-requisite is to sync tax authorities with BSI).  In the last release, a sample Remuneration statement form has also been delivered (via HR support package ).

Third-Party Benefits Management

The case where the enrollment of an eligible employee in benefits takes place in a Third-Party Benefits system is considered here. This data is then replicated to the ECP system, where it is considered in payroll and post-payroll processing.

In this building block, preparation settings for configuring savings plans in Employee Central Payroll have been set up. These savings plans are the 401(k) Savings Plan and the catch-up plan 401(k) Catch-Up Contributions. The actual integration of ECP to Third-Party Benefits solution is covered in the package SAP Best Practices for SuccessFactors Employee Central Third-Party Integration‎ (this package covers integration to a third-party benefits solution using SAP Cloud Integration)

All of the above building blocks are automated via Solution Builder. In addition, the SAP SuccessFactors Employee Central Integration is covered by a config guide called FK7 and  a workbook is provided to show the right mapping values in sync with the SAP Best Practices for SAP SuccessFactors Employee Central content.

Activation of the SAP Best Practices for SAP SuccessFactors Employee Central Payroll content

The following is a very brief overview of the involved steps. The SAP Note 2157908 is the release note for this package & contains a 'Getting Started guide' as attachment. This guide should be used for activation instructions.

  1. Check your EC Payroll system and if necessary request the operations (via OSS ticket) for the latest pre-requisite add-ons (BP-ERP, BP-CANW, BP-SOLBLD) and the latest HR support package for EA-HRGXX 608.

  2. Activate the necessary Business Functions (or request the EC Payroll Operations team via ticket). Also make the necessary client settings via transaction SCC4.

  3. Download the Solution XML file and the installation data ZIP file from the attachments of the SAP note 2157908.

  4. Go to transaction /SMB/BBI. Import the Solution (using solution XML file). The solution is created and set as favorite. Import the installation data as a zip file.

  5. Then go to the implementation assistant and Activate the solution. Transport requests can be created automatically. (Activation should be done only in development system & transports are to be made to Quality & Production systems)

Interruptions during activation: This can happen due to a required Manual activity, an interactive eCATT script or due to an error. In case of manual activities and some errors, it is possible to proceed further with remarks & resolve later based on the log. The Getting Started Guide explains error resolution further.

It is important to remember that the activation can over-write entries (in customer namespace) and therefore should be done only on an empty client.

The below pictures illustrate the import and activation of the solution.
