Define Statutory Report layout not enabled (F2131)

Hello all, 

I want to extend a statutory report in Define Statutory Report app in the starter customizing environment - SAP S/4HANA Public Cloud edition. The options to Add, Copy, Upload, and Delete are not enabled in the Define Statutory Report Fiori application (see please screenshot n.1). I tried to Adapt UI and add the missing buttons but the system gives me errors (screenshot 2) and a report definition can NOT even be selected so report definition can NOT be extended, copied, downloaded or deleted. 

What is the problem?

Hello, thank you Parthasarathy, BUT this is NOT for SAP S/4 HANA Public Cloud, is it? I also found this 3442049 but it's NOT for cloud either.
