Now my customer have been go live since 01-Feb-2024. And now they have remaining 3 FUE left base on their license. My questions are as follows;
1. What if users consume over FUE licensed in Production system ? Can new users who assign over FUE licensed able to log in and use in system ?
2. Can we setup single log on per user ID in case user share username and password to someone and log in system to use at the same time ?

It is important to keep in mind that SAP tracks the FUE usage and monitors alerts from over consumption.
Customers can monitor their consumption in the SAP for Me tool (https://me.sap.com/).
If you have a concern with customers exhausting their contract FUEs, please contact your account representative to discuss an adjustment.
On the second question, the credential sharing would likely be a violation of your contract, please reference your contract.
If password sharing is an issue, please consider an alternate form of authentication, perhaps certificate based would be more appropriate. You can also enable MultiFactor Authentication (MFA) https://help.sap.com/docs/SAP_S4HANA_CLOUD/55a7cb346519450cb9e6d21c1ecd6ec1/8000a1955c534b7681f90601...
There are a few apps that can help monitor (SAP is aware of these as well) - for example the Display Security Audit Log (https://fioriappslibrary.hana.ondemand.com/sap/fix/externalViewer/index.html#/detail/Apps('F4204A')/... will track user logons and transaction access, including the IP address of the user. If you see the same user accessing at simultaneous times from a variety of IP addresses, this could be a red flag.
