VE896 - VF02 The condition record for use B can not be displayed

Dear folks

I have been looking for this error code but nothing I got is correct.

Basically, I need to send a PDF by email. For that, I created the following output type:

And I created the corresponding condition record in VV31

So, as is in the picture, I am sending the output with Dispatch Time '4', expecting the output will be triggered when the invoice is created, but this does not work...

Going to "Determination analysis"

That is the error message VE896. Do you know why the output is not triggered even though it is found?

Again, I really searched before posting this question. Hope to find solution that can help me and others.

Important:

The output is a proforma invoice, means it does not have requirement '62' in the procedure.
