Use Tcode SUIM, you have different options here to check.
There is provision transactions executable to user in transaction category/ users with execuatable transactions in user category

Hello
First of all you can use the tansaction SUIM in order to check for the users authorized transactions.
SUIM>User Info System >(authorizations, where used...) and from which roles the desired transaction (ME21N) is coming..
Then if you want to restrict you can use PFCG with the roles you found at previous step with SUIM.
At least if you dont want the user to use ME21N you can delete the user from the roles.

Hi,
Login with the required User ID and password, then go to the required transaction(ME21N), press enter.
Now in another screen go to SU53 transaction, you will find here whether user is having authorization or not.
