Unlock network

Hi All,

I have bee trying to unlock the Network which is locked but not able to do so. The error is "The transaction 'Unlock' is not allowed for NWA because no status is set to permit it". I have checked that there are no user statuses and the network has a single activity. The status of the activity is REL CNF MCNF SETC.

I have exactly the same problem, and I also did not find SAP Note 1694139. Can anyone help with the issue?
