Because of stock keeping units, 1 material is being defined as two materials (A&B) in SAP.
Material A -> Kept in sachet of 100 qty |(Plant stock: 0 ea)
Material B -> Kept in bag of 10000 qty |(Plant stock:25 ea)
We are having 25 bags of material B(10000 qty bag), and all needs to be moved to
material A (100 qty sachet),how this could be achieved ?
Note:Material A & B has same UOM (EA)

We looked into moving the stock from mat.B to mat. A using mvt type 309, it will increase the
stock for material A by ONLY 25,but in reality, it should be 2500
Request clarification before answering.
As UoM is same EA when you do 309, it will increase the stock for material A by ONLY 25, which is perfect.
I dont understand how your Bag or Sachet is attached to material?
is it alternate unit of measure or what?
and another question is it a one time issue or it will be occur in future too?
if its one time, a work around could be to create a BOM for header A , put component B with quantity 0.01, create production order for A and confirm it, B will be consumed and A's stock will be increased.
