Hello. We are implementing SAP S/4 HANA cloud.
1. If we are using Excel to map business processes Level 0 to 6 what is the process hierarchy Header Title per level?
2. If we are using Excel what is the best way to align the Business Process Master list (BPM) of processes to the scope we need, test scenarios, test cases and test steps?
We are not using the SAP Activate methodology or SAP Solution Manager.

SAP highly recommends you use Activate with it's quality gates and myriad of updated links and accelerators.
As BPMN is a standard, you can use any tool to open the flow diagrams. Probably SAP recommends Signavio.
However, you can also view any of the diagrams in a browser with the HTML rendering available for all the Best Practices.
For example: Sale from Stock : BD9 is available on the BP Explorer (look for the "Process Flow" link) and provides a download for the BPMN representation but you can also directly click on the .html one to view it. There are also links to the test scripts and other artifacts for the best practice.
We also recommend the Fiori App library to look up roles necessary for a given app.

SAP BPML is a deprecated concept. Now, in Activate methodology, you no longer need BPML. Rather, you work off of process flows using SAP BPMN tool; and assign roles (usually based on departments of users) to the “swim lanes” in the process flows….
