Rules in substitutions & validations SAP PS

In SAP PS there are substitutions & validations used which I have done previously but within it there exists function to use 'rules'. Can someone explain how the rules are used with example & few use cases to make it understandable.

You can pre-define Rules and then use them in a Sub or Val steps.  This lets you reuse the rules and not have to recreate the step repeatedly.
