where in config can i change my settings to convert a reservation created for a stock material into a requisition

If your procureemnt type is external provurement system will create pr if there is shortage and demand for the material

totally unclear what you mean. Just make your MRP related settings in the material master, execute your MRP run and if you have not enough stock at the time to fulfill the demand then MRP will create a requisition.
