Hi Experts,
I need to configure one quota which validity would be 4 years and maximum limit of 20 leave would be taken in this quota , the same thing can be repeat after 4 years also. Shall this requirement can be captured through base entitlement or we need to write a pcr for this requirement . How can we write a rule to capture this requirement .
user generated quota through rptqta00 and time evaluation...

First of all relax, you can configure it without PCR.
In base entitlement put 10 as yearly, Run RPTQTA00 for that quotatype for 4 years for that quota type, you will get desired result.

By using base Base Entitlements, validity and deduction dates you can give the solution.
With the series of leave configurations need to be done.
Generation of rules pertaining to quota are mandatory.
