This tool is to deal with localization requirements apart from those we handle with Document compliance and reporting? if not what kind of other requirements can be handled?

CLT generates a custom local version for the scope items/scenarios that you scope and with configuration that is technically complete and consistent but does not ensure legal compliance. Implementation partners/customers must ensure legal compliance by making the necessary settings in SSCUIs or extending the solution.
