QM Control Key with no Supplier Release Requiring QIR

Our QM control key is set for no supplier release, yet the system is demanding a Quality Info Record for a new purchase. Why is this happening?  For QM Control key 9907, supplier release is not set, but Purchasing is still unable to buy without a Quality Info Record
