Depends on your system landscape. There is no set rule. Transports do not move into Production from QA... once released from the Development server, they are "left free" to be imported to any box you need. This can be your QA server or even your PRD server. No restrictions.

However, the reason one should import into QA is to have these UAT'd and/or Regression tested. Again, that depends on your system landscape. Speak to a BASIS person.

Cheers.

My question is whether the OKB9 values need to be transported or have to be entered directly either QA or PRD just as master data?

ALWAYS transported. This maintains consistency between your various boxes so any testing, etc., can still be performed in your other boxes without having to resort to the Production server.
