No authorization to change owner field

When using data ownership, are super users the only users able to change the owner field in marketing documents? It seems that even if a user has full authorizations and full data ownership authorizations, they cannot change the owner of a sales order unless they are a super user. Is this actually true? Is this restriction only for changing the owner of existing documents or can this affect the scenario of adding new documents? Thanks for the help.

You have right assumption. Only super user has this authorization. Otherwise, the function may not be as useful as it should be.
