We would like to maintain condition records for tax codes using the key combination 'Destination Country-Plant-Material' (Table A985).
In our scenario, number of records can reach 110,000. The table A985 is classified to expect 0 to 4,800 records by SAP. Do we expect a performance problem in tax code determination with 110,000 entries in the table? (during ME21N).

Are you sure you are going to use T.code MEK1 for condition record with tax code with condition keys country ,plant and material?
As you have tax code where you have already decided tax condition keys country, plant and material with creation of tax condition table 985- you can find these table assigned to tax access sequence in t.code OBYZ.
I do not think any performance problem as you will enter one tax code for a material where tax nature decide how material behave to business with combination of tax condition keys country, plant and material where these values flow from tax condition record(FV11/FV12/FV13) which is maintained with tax condition type. With these keys you will maintain tax master data for a material with different combinations . You should have tax procedure(OBYZ) where condition types represent each tax properties and this tax procedure assigned to country code in OBBG.
