Manually add Special stock indicator in production order component (Not an MTO)

Hi,

     I'm trying to block the Production order components under some special stock. There's no Sales order, its not an MTO. I'm thinking of having the component blocked under "project stock" by creating a dummy project. I created a dummy project , assigned the WBS element in the Production order and tried to enter special stock indicator as 2 (Project Stock),but it disappears when I try to save it. 

Could you help me understand how I can maintain it as Special Stock 2 (project stock) for the components.

The individual collective requirement type is set as 1(individual) in MRP 4.

For the Special stock, which decided by the high level material (ex. finished material's Planning strategy = 20), and the component in "Individual/coll." in MRP4 view is 1.

Then the system will generate the component reservation as special stock automatically,  since it's a auto defining process by system, so there is no way to define by yourself, thank you!

I changed the Planning strategy to 20 and indicidual.coll to 1 in MRP 4 for Higher level material and component. I tried creating Production order with Transaction CO10, now I get the error. "Project does not allow make-to-order stock Message No. CO746".
