Manage Withholding Tax Items app is not found

Manage Withholding Tax Items app (App ID F5428) is not found event the business catalog and business role is assigned

I need to use Manage Withholding Tax Items app, so I have assigned the business catalog SAP_FIN_BC_MWTI_COMMON_PC to role for user.

After I have done managing the business catalog and business role, I still cannot see the app. Please help to investigate.

The app Manage Withholding Tax Items is not a standalone application and doesn't have a separate tile, so it won't appear in search results, and this is standard behavior. It is accessible from the app Run Statutory Reports.
