Inventory offset increase and inventory offset decrease accounts.
Are these the two accounts to use when I want to write off inventory?
In my case I want to take some of my damaged goods and donate it to charity. What is the process to do that?

You can write off them in two ways:
1. Goods Issue
2. Inventory Tracking & Posting
The second option allow you to select any related GL accounts to post. Your listed 2 accounts are good candidates.
