Inquiry about the Disabled Menu button in CBC's Change mode

I'm trying to add an entry in CBC Configuration, but I can't select it because the Edit values are grayed out.

I selected the Change mode by pressing the Edit button at the top right of the screen, but the Edit menus are still inactive, so I cannot change it.

Which part should I check?
