"Staff Resource Requests" is part of SAP S/4HANA Cloud for Projects, Resource Management (seperate licensce needed as this is an application running on BTP and embedded with SAP S/4HANA Cloud).

Once resource is available with appropriate availability.
Please check if you have all the appropriate roles ex. Resource Manager etc. to perform the resource assignment.
You can click on edit button on work package, where you can staff resources using the "Add Resource" button under "Staffed Resource" column. You also have to define the Effort (staffed). See screen shot for more details. Once you click "Add Resource" button under "Staffed Resource" column, you will see the available resources and then select the one you want to staff and assign it to the role by clicking on "Add to Role" button in button of screen.
In addition you can use the "Check and Transfer Staffing Assignments". If you have specific issue in your system and not able to assign the resources , you can raise the ticket under Application Component "CA-RSH-PS" and will be able to support you further.
