How define office expenses in pricing procedure as manual condition type.

How define office expenses in pricing procedure as manual pricing element? I have already defined as manual pricing element PN00 as net price and also setup manual markup 15%.

Please provide any suggestions on it.!

It's totally office cost and expenses billing all pricing procedure will be define as manual.
