I have red an article saying that "As general rule, all LEVEL 1 WBS ELEMENT of a PROJECT will be the PROJECT DEFINITION and DESCRIPTION". Why and what is the significance of this?

There is no standard rule, you can use different coding. Since you need to do validation in case if you want Project and Level 1 WBS element same.
The signficance for the Uniformity in the project and ease for reporting.

Hi,
I would say the significance is about PS/IM integration. It makes it really nice and easy the scenario of a single WBS at level 1 with a code same as PD code.
