You have to decide for what are all the condition types, this freight condition type should calculate. Accordingly, you have to insert the freight condition type and assign the From-To step number there.
Create a header condition type and assign the particular condition type in to your pricing procedure. While Assigning you need to have an idea from which step the calculation should happen( say basis price, after excise etc. Also assign the proper account key
