What is the standard way of paying Electricity and Water charges in plant?
In SAP the std way to do this is u can use Pipe line material for this
If u really what to track the use of the elec and water , if required my ur client.
or u can do Fi entry directly
or as suggested by others in other replies

create them as pipe line material.
create info record for the same.
make payment using MRKO.
create vendor at company code level

both of this are expenses so they will be paid through the cash journal using FBCJ transaction
u can go for FBCJ or also u can use FB60 for the same
create vendor as munciple corp and electricity board
then for these vendor do the payamnets with FBCJ or FB60

Do cash journal payment using FBCJ with seperate g/l accts for electricity & also for water charges.
