In PS if any network activity with work center associated with it has earliest finish date and time as 09/14/2020 and 17:00:00 then next activity early start date is shifted to next day means 09/15/2020. Why next activity early start date time is not at 09/14/2020 and 17:00:00? Is there any issue with scheduling parameter or with work center details?

Check two things.
1. work center capacity is defined for 24 hours.
2. try entering activity duration as hours

Firstly the activity1 and activity2 may be having FS relation where the activity2 is the successor of activity1. You need to check the factory calendar used in the work center associated with those activities. Factory calendar will have the defined start time and end time for each working day. Based on this the activity start time will be derived.
If you are using time constraints within activites then that will also influence the start times..

Go to CR03 and check your work center data under Capacity, Tab what has been maintained in standard availability section..
