I have added value fields to the existing op concern in dev and regenerated the op concern
Do i have to do this individually in each client or will it be reflected automatically or do i need to use KE3i

Please create in each client. I created like this in my organization.
Value fields will not create Transport request Number. I could not find the value field radio button in KE3I.

Even we did the same.Created value fields in each client as there was already existing system and transporting the entire operating concern would take lot of time.
