You can also google what country you are looking for. A lot of times SAP will publish some of their guides per country. We implemented for Mexico, and I googled, "SAP MEXICO PAYROLL" and found the entire guide -- hundreds of pages long pdf file!! Definitely use that as your first option I think.

Also check tcode sm31> V_T582L this is the config table where you make infotypes permissible for different countries.
