how to do the copy between the clients, rather than transporting the reuests.
for ex: from dev to quality.

please check the following steps to do a client copy.
The process to carry out the same is as follows:
1. Create a client on quality system using txn scc4
2. Create a RFC between Production system and Quality System (need to create on quality system)
3. Login to the newly created client using sap* and pass as a password
4. Txn sccl to start the client copy. You can test the client copy by selecting the test run option. (test run will estimate the time taken for the activity).
But this is technical thing and is done by BASIS guys. Generally the Quality servers are refreshed with PRD data to keep them in sync so that it helps testing incase of any on PRD. This is periodically by basis guys.

In most SAP landscapes the DEV, QAS and PRD are all on different systems. The only way to move the changes here is thru Transports.
On the other hand there might be different clients (100, 200, 300) etc on the DEV that may be used for different uses (Training, Unit Test, Clean Configuration etc). Here there are 2 options.
1) If the changes are in ABAP (or other cross client tables) then the changes are reflected automatically (actually there is only one central Business Object Repository)
2) Txn: SCC1 will copy the transport changes from one client to another.

If the clients Cross Client, then no need to move the requests. The changes will reflect automatically, in the cross client systems. Eg. if you have more than one Devlelpment server like Golden Client, Sand box, development servers, then these are cross cleint, then the changes will reflect automatically, if you make changes in one.
And systems like dev to quality and to production, you have to create the request to move the changes.
ONce you make any change, then a request will be created, that you should release it and basis team will move those requests.
