you may check the DB profile used. See whether there is any change when you run the report with all the fields in the profile checked

I am using Std. DB profile, also I'm not facing any issue with 'P' type

I think it may be that when it is Q the GL is a Balance account and hence no commitment is created even when the PO is made.
