In SAP reservation is a requirement , so to fulfill the requirement you can either use available stock, if it's not available for this reservation you can manually create a PR and convert to PO and then fulfill or let the MRP look all the receipts and issues and create a PR automatically. In the end it all boils down to fulfilling the requirement.
I am not sure about creating PR through reservation. But we have scenario of creating reservation after PR approval.
we have different document type for this. Our scenario is when a user needs any material from the stores, he/she creates a PR with the special document type, and after all the approval system automatically creates a reservation and sends a mail to the user about the reservation details. There are BADI and FM available for this. I will dig and let u know if I find the details.
In the MRP run you can definitely do the same, but there alo you need to do the configuration to make sure that the system counts for the Reservation Quantity at the time of MRP run and create the PR.
