If you found that Condition Record VCH2 you have maintained the Batch Split as suggested by Rahul, then try the below.
Also check the item category and its determination once. You have to determine the item category with Usage CHSP for splitting the Batch. Also check the Delivery Item Category Determination in Transaction Code 0184. It will show if your Delivery Type is mapped along with Usage CHSP.
I faced the same issue. From my end Item Category Determination was the issue and it was resolved.

Hi Parthiban,
Go to Delivery Overview Screen Through Transaction Code VL02N. There you will find the Picking Tab. You can assign the Batches to the item after picked quantity.
But I can understand that when Picking is happening through Transfer Order, System will take the Batches from the Transfer Order to Delivery.
Also check if the Material is relevant for Batch Maintenance.
Since the issue is for one particular Material, you may try this option.
Please let us all know the status.

In VCH1/VCH2 we have field called number of batch split. Maintain the same as 99 example and try thereafter. After changes try to create a new delivery and see results.

I dont have access to VCH3 in production system and the problem here is the material is WM managed so when they creating TO they have the batch specified in TO level but it is not coming to delivery.
I have raised access request to VCH3 in production system and i dont find any problem in quality system for the same material.
