BAPI for HU creation and proposal packing as in MFP21 or COP21

Hello All SD Experts, I think it is more SD related, so I write a post here. Do you have any solution for how to create Handling Unit according to packaging instruction in ABAP code or in Module Function. I am looking for any solution since 3 weeks and I can not find anything, similar as it is in MFP21MFHU or COP21COWBHUWE.

Ok, but BAPI_HU_PACK can pack HU if I put all items, which I prepared manually before. What I need is something different, I would like to make this proposal automatically based on packaging instruction number, quanttity to be packed, material number and of course plant. Or if I am wrong, can you post some sample code, maybe will be better to understand.
