Depending on your access rights in the system some tasks could be Administrator related.
But you have to ensure that leave request approval is activated in the scoping of the system.

The approval process is organization and system-wide, you cannot activate just for a team!

You are looking in the right area on the Manager's login, the probable reason why you don't see the notification here because the fine-tuning activity may not be defined!
You should check the following:
After making this change the test a new flow, hopefully it would work!

Notification are generally found in the Home --> Inbox view or under Home --> My Launchpad --> Open Notification view of the User, but note that these are just a soft information and are not going to hold the requests as pending or in approval.

I requested a time leave, but I don't see it as a notification in my manager's sap portal. See the screenshots.
