Requirement:
Customers needs the ability to specify a budget amount at the project level.
When expenses are posted to a project, the system should validate this expense against the project budget amount
If this expense will cause the total incurred expense for the project to exceed the budgeted amount, the system should stop the transaction from being posted and issue an error message or trigger a mail.
