SAP provides an opportunity for businesses to grow all around the world. When you want to achieve it, your solution has to be based on the official requirements. And every country has different needs, rules, and requirements which must be followed.  

SNAP International with «Technology2Enjoy» developed an app package of 6 add-ons to cover the public sector in the Netherlands. 

In this blog, you will learn about the Netherlands solution package for SAP Business ByDesign. The whole package covers all the specific functionalities of the public sector in the Netherlands. All the country's requirements were strictly followed during the development. 

The Netherlands package contains six following solutions: 



  1. BCF Solution 

  2. Capital Management  

  3. Loan Management 

  4. Dunning Strategy 

  5. Custom Purchase Order Solution 

  6. BRP / KVK Solution 


Below we are going to explain each of them separately. 

1. BCF Solution  


The purpose of this solution is to take the original VAT in supplier invoice item and split the tax amount into 3 General ledger accounts: BCF General Ledger account, VAT General Ledger account, and Non-Deductible General Ledger account. 

After posting the supplier invoice this program is taking the total VAT amount and splits it into 3 different areas based on the extra settings, which were included in the solution. 

2. Capital Management 


The goal of the second solution is to enhance standard public sector solution from SAP with additional work centers: 

  • Reserves - after activating the reserve a new booking is created in SAP Business ByDesign. After that, each manual posting will be connected to this booking, which means that the last booking will create the final balance booking.

  • Provision/Accrual – in the WorkCentre users can schedule additional bookings, which will be posted in a specific period. When the bookings reach the end of a period or the user manually closes the provision, the final balance booking is posted. 


3. Loan Management


The third solution of the Netherlands package adds the possibility for users to create loans. Based on the input parameter program created by SNAP international will calculate the whole loan including periodic postings (Linear/Annuity). This calculation will provide the final customer also a new table with to-be-booked amounts. Besides, the program creates open items which ensure that you will pay and/or collect all terms in time automatically. For the G/L accounts to be posted automatically, extra account determination was added to the solution. 

4. Dunning Strategy


The Dutch government requires separate dunning strategies on the invoice level. And, unfortunately, the standard dunning function from SAP does not support this option and cannot be enhanced.  

Therefore, creating a new solution that almost looks as same as standard dunning (including WorkCentre Dunning Strategies from business configuration), helped to find the possibility to improve it. Our program divides the Dunnings into public or private Dunnings, where each type has a different dunning strategy, and sends unique dunning forms to the final customer. 

5. Custom Purchase Order Solution 


Currently, the Dutch public sector process requires a custom purchase order functionality, that we developed directly in SAP Business ByDesign with a look and feel, which is very similar to the standard SAP Business ByDesign.  

The users now have access to a new Work Centre from which they can create a Shopping cart. This action will also create the standard purchase order, so the standard process is kept as it was designed. 

6. BRP / KVK Solution


The ‘Haal Centraal’ program of the Association of Dutch municipalities (VNG) is developing APIs that allow local governments to retrieve basic data directly from national registries. The Dutch Chamber Of Commerce (KvK) released APIs to check the commercial registration including the address information of Dutch business partners. 

The last solution in this package is using these APIs to update standard customer or supplier master data. This solution program follows the GDPR rules.

Depending on the business needs it is possible to acquire this apps package with the add-ons all in one, but it is also possible to get only one out of these six solutions.
