How the localextensions.xml is generated

When I just unzip hybris-commerce-suite-5.4.0.0.zip and do ant clean all , localextension.xml is generated . I am curious to know - from which file , say any template file or some thing this is created ..

Any idea ?

Yep , you are completely correct and my previous answer isn't!

See bin/platform/resources/ant/util.xml in the createenv macro and you can see that it copies the config folder template as I described previously, but then it copies bin/platform/extensions.xml into config/localextensions.xml

i just downloaded a fresh 5.4 setup and unzipped , it is not having bin/platform/resources/configtemplates/production/localextensions.xml

it just having

bin/platform/resources/configtemplates/develop/localextensions.xml if you chose development when it asked you which configuration template you wanted to use.

bin/platform/resources/configtemplates/production/localextensions.xml if you chose production

EDIT: This answer is only partially correct. See my other answer for where the localextensions.xml file comes from.
