Hi
To create an inquiry in CRM, you need to do the following
1. Select the item category for quotation
2. Select the sales Business transaction category
3. Here change the "Relevance for Quotation" to Initial Inquiry.
Now when you use this item category in your orders/quotations, it will act as an inquiry item.
