Hello,
In regards of SAP C4C licence management I'd like to deactivate a user and replace it by another one who is not from the same team and should not see the record from the former user.
When I do so, the new user has the visibility on all the items linked to the deactivated user.
Is there a way to change this visibility rule ?
So that, when the new user receives his license, he can see only the item he will work on ?

Are you re-using the same user id from the deactivated user for this new user? If that is the case, then the new user will have visibility into all that the previous user had visibility to. So you might want to create a new user id for this user with appropriate business role assignments as needed by your business.
Generally, the visibility is controlled at the business role and access restrictions level and not particularly at the license level. If you create a new user id for this new user and have the relevant business roles in place, this new user will only have visibility into what is available in the business role.

There is no downside to having deactivated users. As long as you have a process in place to manage them. I'm not sure if your employee records replicates from an ERP system. In our case, it does, so every new employee gets a new user id in C4C similar to the user id in ERP. So we have processes in place to take care of user provisioning for new employees and deactivation of access on terminations.
We also have a limited pool of C4C licenses. So we also have processes built, to audit user login activity and lock users that have not accessed the system in the last 30-60 days.
