Second Level Navigation not coming up in SAP CRM 7.0 Enhp4 TPM system

Hi Experts,

In CRM WebUI, second level navigation is not coming up even after clicking on -> icon on workcenter. It is not showing up in standard roles as well. Please help. For ex

/JBPC/BUSOP - Business Operations
