Invoices stuck in Monitor-Quantity falls into negative inv

CCO receipt gets stuck in CCO Monitor with error Quantity falls into negative inventory [INV1.ItemCode][line:29]

But there are only 21 items in the sales receipt. How can the error message point to line 29?

There can be cases where the line number from the error message is not pointing to the item that has insufficient inventory. This is the case where items are Bill of Materials of type "Sales" in B1. Then you need to consider each child / component item of the BoM in the "calculation" of the affected article.
