How to completely delete an ABAP report program?

I created a report program that I wanted to be a local object, but without thinking I created it on a transport.  So, not being able to figure out out how to change it to a local object, I deleted it and then tried to create it again.  However, it no longer gives me the option to create it as a local object, I only have the option to create it on a transport.  This leads me to believe that the standard delete procedure does not fully delete all references to a program object.  Is there a separate procedure or program to completely delete all reference to a program object?

I have searched SCN and the web for an answer to this question with queries like "delete ABAP program", "completely delete ABAP report", "remove all reference to ABAP report", etc... with no joy.

Hi,

i think it is still kept in a request. First delete program from se38, then go to the request that holds program and delete program references from it. when you create same program again, you should create it in Local.

Since you already created a transport for the object, you will need to ensure that the transport is also deleted if the plan is never to move it.  Then go about recreating your program and saving it as a local object.  Hope this helps!
